Notas sobre las IDE de Grecia


Según el Informe INSPIRE 2010 de Grecia y el Spatial Data Infrastructures in Greece: State of play 2010, las IDE de los organismos públicos griegos se están replanteando. Esta transformación es consecuencia de las reformas del plan Kallikratis que afectó a toda la administración pública griega. Por ejemplo se redujo el número de ayuntamientos de 1033 a 325, lo que para las IDE implica una serie de replanteamientos de la propiedad y responsabilidad de los datos espaciales (recopilación, intercambio y actualización).

Sin embargo esta situación coyuntural no ha paralizado el desarrollo de las IDE, ya que por ejemplo, se está llevando a cabo la consulta de la ley de transposición de la Directiva INSPIRE, nombrada “National Infrastructure for Geospatial Information”. También se están desarrollando la Política Nacional de Geoinformación y el Esquema Nacional de Interoperabilidad Geoespacial.

La siguiente figura muestra la estructura administrativa prevista por la Ley de Infraestructura Nacional de Información Geoespacial, así como también las interrelaciones entre los principales organismos y actores involucrados en la IDE nacional. La nueva estructura se propone proveer un control de calidad centralizado y un sistema de coordinación que será capaz, entre otras cosas, de garantizar el suministro de conjuntos de datos actualizados en tiempo real.




Existen diversas asociaciones de usuarios y profesionales, que contribuyen al desarrollo de iniciativas del entorno de la información geográfica, como por ejemplo, la Asociación Griega de Sistemas de Información Geográfica (Hellas GIS), miembro de EUROGI, que congrega a profesionales de los sectores público, privado y académico.

La HellasGIS lleva a cabo la encuesta sobre datos geográficos y la implementación de INSPIRE, cuyos resultados contribuyen a crear conciencia en todos los sectores, sobre las necesidades y retos de una inactiva de gran envergadura como lo es INSPIRE. La encuesta es un fuerzo para captar las opiniones de los usuarios de datos geográficos y su conocimiento de la Directiva INSPIRE.

El geoportal de referencia es el Geodata, el cual es considerado como el primer esfuerzo para poner a disposición de los ciudadanos los datos geoespaciales de la administración pública. El Geodata es responsabilidad del Hellenic Mapping and Cadastral Organization (HEMCO), organismo que además es el punto de contacto con INSPIRE. Destaca también el geoportal Ktimatologio, el cual tiene un visor cartográfico que da acceso a un repositorio de ortofotos que cubren todo el territorio griego.

En lo respecta al proceso de seguimiento INSPIRE 2009 Grecia informó 306 conjuntos de datos (56 anexo I, 61 anexo II y 189 anexo III) y 40 servicios de datos espaciales. Los datos del seguimiento del año 2010 aún no han sido publicados en la Web.

According to the INSPIRE Report 2010 and Spatial Data Infrastructures in Greece: State of play 2010, the SDI in Greek public organizations are being rethought. This transformation is the result of the reforms made by the Kallikratis plan which affected all Greek public administration. For example reducing the number of municipalities from 1033 to 325, so for the SDI it involves a series of restatements of the property and responsibility of spatial data (collection, exchange and update).
However, this economic situation has not paralyzed the development of the SDI, as for example, it is being carried out the consultation of the law of transposition of the INSPIRE Directive, named "National Infrastructure for Geospatial Information". Moreover, the National Geoinformation Policy and National Interoperability Framework Geospatial are also being developed.
The figure below shows the administrative structure defined by the National Information Infrastructure Geospatial law, as well as the interrelationships between key agencies and stakeholders in the NSDI. The new structure aims to provide a centralized quality control and coordination system to be able, among other things, to ensure the provision of data sets updated in real time.
There are several user and professional associations who contribute to the development of initiatives in the environment of geographic information, such as the Greek Association of Geographic Information Systems (Hellas GIS), member of EUROGI, which brings together professionals from the public , private and academic sectors. The HellasGIS conducts the survey on spatial data and the implementation of INSPIRE, the results help to create awareness in all sectors, over the needs and challenges of a large initiative such as INSPIRE. The survey is an effort to asses the views of users of geographic data and their knowledge of the INSPIRE Directive.
The reference geo-portal is Geodata, which is considered the first effort to make available to citizens of geospatial data in the public administration. Geodata is the responsibility of the Hellenic Mapping and Cadastral Organization (HEMCO), an organization which is also the point of contact for INSPIRE. Also noteworthy is the geo-portal Ktimatologio, which has a map viewer that provides access to a repository of orthophotos covering the whole Greek territory.
With regard to the monitoring process INSPIRE 2009, Greece has reported 306 data sets (56 Annex I, Annex II, 189 61 Annex III) and 40 spatial data services. Monitoring data for 2010 have not yet been published on the Web.
